Han River Art Island je zásadní "facelift" města Soulu. Nodeul Island, opuštěný ostrůvek uprostřed města, bude revitalizován do podoby obrovského uměleckého komplexu s pomocí finanční injekce ve výši 300 millionů dolarů. Otevření se předpokládá v roce 2014. Nový kulturní komplex bude na ploše 53 000 čtverečních metrů hostit dvě koncertní haly, uměleckou galerii, venkonvní koncertní pódium, park se sochami, ekologický park a divadelní kavárnu.
